An Internal Server Error Is Thrown when Creating an Application in ACCS

When attempting to create an application in the Application Container Cloud Service (ACCS), an internal server error is thrown as shown below:
It is confirmed there is no issue with the Application. If the ACCS example app is used, it too fails to deploy. If the application is manually deployed on another ACCS instance in a different region, it deploys as expected. Automatic deployment from the developer cloud service has no option to choose a region and thus always fails. The failing instance uses the traditional cloud, not IDCS.
