When attempting to submit the Check Payment
the following error occurs:

"An application error occurred. An assertion failure was detected at location SetBusGrp:3."

The issue can be reproduced at will with the following steps:
1. Navigate to Checklist;
2. Submit Process or Report;
3. Generate Check Payment;
4. The process errored out.

The following parameters were populated
Start Date and End Date : 23 March 2018
Org Pay Method : NOV Check
Start Check Number: 0001

Payroll and consolidation sets are marked as not mandatory parameters for EFT or Check Writer.
But for Check Writer Payroll it's a mandatory parameter after all, for that reason its failing...

When you select Payroll parameter while submitting the Check writer then it should go through.
