How to make field Primary Contact Required in R12 (Doc ID 2399561.1)

Symptoms

On : 11.12.1.0.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------

While creating a new Account the field Primary Contact is required,
But when filling the form and leaving this Required field empty, the record is saved.
Thus resulting with no constraints on the account creation and in complete data entry.

EXPECTED BEHAVIOR
-----------------------
When filling the Account form and leaving this Primary Contact field, which is required, empty, the record shouldn't be saved.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Create account without filling in required field Primary Contact > Save

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot Prevent account creation with empty required field Primary Contact
