Cannot Upload More Files (Content&Experience Cloud Service) Quota Limit Breached After Recently Increasing the User Storage Limit

Symptoms

In Oracle Content and Experience Cloud Service, users are finding that they cannot upload files to a folder in their cloud service.  The users see a 'quota exceeded' message after the failed attempt.  The user in this case had a user storage allocation of 5GB, but had recently updated the storage allocation to 30GB.
