Symptoms

When attempting to create/provision a Data Integration Platform Cloud Service (DIPCS) instance, the create action fails to provision.

An error similar to the following is seen:

PSM-LSM-01002 Failed to establish access to VMs for component [WLS], retry limit of [53] reached.

PSM-LSM-03003 Authentication error trying to connect to service node(s). Contact Oracle Support Services.

The service creation failed in attempt [1] out of [2]. The service creation will be retried after [5] minutes. The failed service and its resources will be cleaned up before retrying the service creation.
