Password Reset And Security Question Page Not Coming Up During First Login

In an OMC 1.0 environment, a problem occurred where a user cannot reset their password.
Steps to reproduce issue:
1. Create a new user using the system admin role
2. Assign the required roles
3. Log out from the admin user
4. Login using the new user. Instead of showing the password reset and set security question page , the browser shows an error that the IDM server can not be reached.
5. If the OMC URL is typed again the server allows login without resetting the password or setting security questions.
6. As a consequence of not setting the security questions, the user cannot reset his password using the "forgot password" link and its shows an error "Contact your system administrator"
