Fusion Core HR: Grade Step On Assignment Is Not Removed During Transfer Transaction (Doc ID 2399793.1)

Grade Step on assignment is not removed when assignment is updated with new Grade.

Employee assignment currently has Grade Ladder (Painter 10 Ladder), Grade (Painter.10) and Step (Paint10_30Mos) assigned.
Assignment record is then updated with new position and a flat grade (Painter.20).
The Grade Ladder (Painter 10 Ladder), Grade (Painter.10) and Step (Paint10_30Mos) are removed and a new flat grade (Painter.20) is added.
The record is submitted and the assignment values are updated, but the Step (Paint10_30Mos) remains active on the updated assignment, although a flat grade (Painter.20) is now active and no ladder is present on the assignment.

Grade Step on assignment should be removed when assignment is updated with new Grade.

The issue can be reproduced at will with the following steps:
1. An the Manage Employment form N > Edit > Update
2. Action Transfer > Action Reason Career Progression
3. Clear Position Field
4. Search and select new position
5. Department, Location and Grade auto fill through Position Synchronization
6. Click "Review" button
7. Click "Submit" button

On the Review page the Current Value shows the step, but the Proposed Value shows no step. After saving the new Flat Grade is there, but the previous step is also there.
