When attempting to upload on online content,
the following error occurs:

An application error occurred. See the incident log for more information.
An application error occurred.Your help desk can use the following information to obtain a more detailed description of this incident: 517, Server Domain: HCMDomain, Server Instance: CoreProcessesServer_1, Application NAme:HcmCoreApp.

The issue can be reproduced at will with the following steps:
1. Navigator --> Learning
2. Actions --> Manage Catalog Resources --> Add Online Content
3. Drag and drop the SCORM file.

The issue has the following business impact:
Due to this issue, users cannot upload their contents for learning.
