Unable to Reuse the Same Email ID for Another User

On : 18.104.22.168.0 version, User Management
One wants to create users associated with their email IDs with different roles in TEST and PROD environment. For example, a user can have Administrator privileges in TEST, but for PROD the same user has only Pricing Analyst or BRM Admin Role.
There are errors when trying to create a new user with the same email ID, which is used for another user:
IAM-3050007: The user with the attribute Email and value email@example.com already exists.
