Terminated Employees Getting Picked Up In Payroll (Test case scenario checking if Assignment Status was set to 'Inactive - No payroll / Do not process' and Payroll relationship set to 'Final Close')

On : 11.12.1.0.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
Terminated Employees Getting Picked Up in Payroll

In November application has been upgraded to Release 12 and since then the employees who were terminated before that and also processed their final settlement QuickPay > they were again getting picked up in current and subsequent payroll.

Even their Terminated final settlement QuickPay is not visible into the system now.

EXPECTED BEHAVIOR
-----------------------
Terminated employees in previous months with their final settlement processed not to be re-processed in following months (they were already terminated).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. terminated employee in month of November;
2. processed their final settlement Quickpay;
3. employee has been picked up again in December Payroll
(their termination final settlement Quickpay is not visible into the system now).

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot calculate Payroll in correct/ safe manner.
