Annual Leave value not correct for Germany

Requirement is to have annual leave configured for Germany wherein employee is eligible for 30 days/year.
Part time employees are eligible for annual leave on a pro-rata basis.
The seeded DE FF is working fine and giving the values which are correct but the issue is with the overriding values wherein overriding values shouldn't be applicable for all employees.

The Overriding should happen only when Manage employment page for an specific employee is changed.
As per the whitepaper on Germany absences, the overriding can be achieved at either Employee level or Plan level.

The issue can be reproduced at will with the following steps:
1. created an absence plan - Annual Leave on German Legislation
2. when running the accrual process - balance -2
3. when change at Employment Level - and re-run of the accrual process - balance 28

The issue has the following business impact: Test environment
