English Language Pack Installed not Available (Doc ID 2401262.1)

Symptoms

Users can not  change the  language and get the message: "Your default application language is not available. Select another language from the list of available languages." When any user tries to sign in using English Language,  the instance shows only Spanish even selecting English in the sign on page.

Workers need the English language pack installed.
