Failed to register message when trying to setup email notifications service in OIC (Doc ID 2401452.1)

Symptoms

Following steps are followed to configure Email notification service as per documentation: https://docs.oracle.com/en/cloud/paas/integration-cloud/user-processes/configuring-application-settings.html#GUID-C0807233-D0A8-42AD-86DA-D16EA2989F1A

After login into OIC home -> Tasks -> Administration ->services ->Infrastructure ->Oracle notification service.
entering the 'From address' and clicking register, following message is seen:
