Failed to register message when trying to setup email notifications service in OIC (Doc ID 2401452.1)

Following steps are followed to configure Email notification service as per documentation:

After login into OIC home -> Tasks -> Administration ->services ->Infrastructure ->Oracle notification service.
entering the 'From address' and clicking register, following message is seen:
