Unable to Go Back OCCS Storefront Checkout Page from PayPal (Doc ID 2401536.1)

Symptoms

Unable to go back to OCC checkout page when PayPal is used.
The issue was reported with IE and Safari.

Reproducible Steps:
1. Go to storefront 
2. Add a product to a cart
3. Click on shopping cart and press "CHECKOUT"
4. Press "Checkout with PayPal"
5. At PayPal – Log into my account
6. Click Continue button in PayPal
7. Get the processing dial in PayPal and never return to Merchant site.
