In Account Reconciliation Cloud Service (ARCS) Administrators Are Able To Submit/Approve Reconciliations Without Switching Role

In ARCS workflow, we typically have three types of roles , Administrator, User & Power User. In a reconciliation workflow, only a user who is assigned as a preparer to the specific reconciliation can submit a reconciliation. Once it is submitted then the reconciliation moves to the other user's workflow who is assigned as an "Approver" for that reconciliation. The "Approver" then goes ahead and approves/rejects the recon.
The administrators do not have access to this workflow (Submit/Approve/Reject). Post the update on the 9th of May, even an administrator has access to this workflow (Submit/Approve/Reject), which defeats the very objective of this inbuilt security barring the admins to submit/approve/reject a recon.
Now, there are cases where the same id is assigned with a user and an administrator role. The typical workflow goes like this:
1. To perform a user activity (Submit/Approve/Reject), the user has to switch his role as a user, then only he can perform the user activities.
2. To perform an admin activity (Load data/Create periods/Create recons etc), the user has to switch his role as an "Administrator" and then only he can perform the admin activities.
Post the update this is not happening and a user is able to submit/approve/Reject even if he is logged in as an "Administrator"
