OAC: Unable to Connect to PBCS instance from OAC 18.2.1 via Administration Tool 18.2.1

Symptoms

Server: Oracle Analytics Cloud 18.2.1
Client : Oracle Analytics Developer Client Tool 18.2.1

Using Oracle Analytics Developer Client Tool 18.2.1, you cannot import metadata or create new repository as Oracle Planning and Budgeting Cloud Service (PBCS) data source.
You can see following error on Administration Tool screen.

        Could not connect to the data source. A more detailed error message has been written to the BI Administrator log file.

You can see below error on admintool log file (<OS User>_NQSAdminTool.log).
