PPR Are Stuck In 'Waiting On Payment File Processing' Status (Doc ID 2402385.1)

Symptoms

PPR is stuck in 'Waiting on payment file processing' status, not allowing to close Payables Period.


The issue can be reproduced at will with the following steps:
1. Submit PPR with Create Payment Files Immediately unchecked
2. Process ends in Waiting on payment file processing status
3. Submitting Create Electronic PPR does not clear status
