PBCS: "Failed : Not enough access" Error is Displayed in Planning Hierarchy Status

Information in this document applies to any platform.
When a user promotes an entity ,"Failed : Not enough access" error is displayed in sub-status.
Despite the error message promotion of the entity works correctly:
1) Next owner in hierarchy gets the ownership for entity.
2) The approvals history is updated correctly
