In Oracle Content and Experience Cloud Service, Users Cannot Create a New Group because the Name is Marked as 'Deleted' (Doc ID 2403672.1)

Symptoms

In Oracle Content and Experience Cloud Service, a cloud service administrator is unable to create a new group with the same name as a group deleted earlier.  The administrator would like to recreate the group, but receives the following error when attempting to do so: 

"Group 'xxxxxx'; already exists and is currently marked as deleted".
