Security Console Page Is Completely Down

Customer is unable to access security console page. The issue with slow load of page , Unable to search any of the Roles , User . Completely down .
When searching for user, it will take long time, and eventually get below error:
oracle.apps.hcm.users.protectedModelIdentity.FaSecurityAPIWrapperException: Operations error: entity=cn=Users,dc=us,dc=oracle,dc=com op=search mesg=
Steps to reproduce:
1. Login to fusion application
2. Click Navigator -> Tools : Security Console -> Users
Page loading is slow
3. Search for an user
You will get an error
At May 5, patch REL13.1802-5 was applied to the environment, and customer reported the issue at May 16
