PRC:SSP Requisition Approval Rule Priority Not Taking Effect (Doc ID 2403753.1)

Symptoms

On : 11.13.17.11.0 version, Approve Requisition

Requisition Approval Rule Priority not taking effect

Two rules are defined in the PostApproval stage of requisitions.

One rule has been set to have a higher priority than the second rule, as it must take precedence over the other rule.  
When executing the approval the rules, are all shown in Parallel and rule prioritization is not performed.

STEPS:
1. Defined two rules in the PostApproval stage of requisitions.
     a - Rule always applies (Medium Priority)
     b - Category Approval 2nd level rule (High Priority)

2. B rule must take precedence over A rule, so setup B rule to have a higher priority.
3. Executing the approval but the rules are both shown in Parallel with each other.  The higher priority approver did not receive the approval notification before the lower priority approver.
