Item Category Not Imported During Item Import FBDI for a Spoke System Reference Item (Doc ID 2403807.1)

Symptoms

On : 11.13.18.02.0 version, Item Import FBDI

ACTUAL BEHAVIOR
---------------
When importing the items via Item Import FBDI which has a  Spoke System Reference as a different system than PIM, the item import is successful however the category is not assigned to the item.

EXPECTED BEHAVIOR
-----------------------
The category should also be assigned to the item.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Download the corresponding template for the version and fill the item import FBDI including the Item Category tab and the spoke system reference.
2. Import the Item Import FBDI.
3. Note that the item import is successful and can be queried in the UI.
4. However the category is not assigned to the item and is blank.
