Why Do Database Instances Not Appear in the List of Available DBCS Instances while Configuring Service Binding from ACCS Instance Page? (Doc ID 2404006.1)

Goal

While configuring Service Binding from the Application Container Cloud Service (ACCS) instance page, if Oracle Database Cloud Service (DBCS) is set in the Service Type field, the DBCS instances available for that Service Name should be displayed.  However, there are a few instances that do not appear in the list of available DBCS instances. 


Is there any other condition the needs to be met to display these instances in the list?
