External Bank Account Loaded Successfully via HDL But The Bank Account Is Not Visible (Doc ID 2404996.1)

Symptoms

On : 11.13.17.11.0 version, Data Load

ACTUAL BEHAVIOR
---------------
We loaded a number of external bank accounts file using HCM Data Loader (HDL), but changes are not visible via the UI.

EXPECTED BEHAVIOR
-----------------------
Account Number should have been changed to the new one, as filled in the DAT file.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load DAT file for updating Bank Account Number
2. Check data in the UI
3. Same old bank account is displayed
