Bootstrap Error After MDS Cleanup and Sandbox Publish (Doc ID 2405657.1)

Goal

Customer is getting error after MDS cleanup and the sandbox publish

This are the steps they followed:
1 Click signin
2 Step 1 to 4 appears
3 Next UI "The application is downloading ...." message box
4 After a few seconds the user gets back at “Step1 of 4” again at step 1"Authorization in progress"
5 After 5 minutes the user gets black screen with white text “Activating Different application version”.
6 After a couple of seconds the user goes back to the Step1 to 4
7 At this point the app was unusable so the user killed the app and restart it

Second attempt
1 Clicked to launch the app
2 Need to enter password this time 
3 Clicked sign-in
4 Step 1of4 window appears again
5 This time Step 1 “Authorization” completes and green check mark appears
6 Step 2 “Managing configuration” begins and after a few seconds the user gets a bootstrap error
7 When he clicks OK the app is stuck on step 2 and nothing happens other than the spinning circle to the left
8 Customer thinks the only option they have now is to uninstall and reinstall the application. But for now they will not do anything in case any info is needed.
