Goal

ACTUAL BEHAVIOR
---------------
Manage user Details is Empty for Partner Contact

EXPECTED BEHAVIOR
-----------------------
Expect to be able to designate a manager and role, as well as to see the User Name.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Find a Partner (e.g. ACCE-Association for Chamber of Commerce Executives)
2. Click on the Partner name
3. Click the Partner Contacts sub-tab
4. Click the name of a Partner Contact (e.g. Jacqui Cook) to go to the Contact details page
5. Click the Manage User Details link
6. Note that the Role, Manager, and User Name are all blank.
