Need To Have Zero Qty Lines In The Order Outbound Load Export (Doc ID 2405980.1)

Qn1:Customer currently requires a full confirmation during shipping of the original order including lines that have not been shipped due to stock shortages or damage.

Business case is:

Order comes in with two lines, product A x 5 units and product B x 5 units
Product B is unavailable to pick due either damaged or placed on hold or LOST.
Product A is picked and the order is shipped.

Customer needs the receive back a file that indicates that 5 units of Product A were shipped and that 0 units of Product B were shipped. Currently they only receive a file that has 5 units of product A were shipped. No reference to product B in the file.

Is it possible to get a custom version of the PLS "Order Outbound Load Export" so that when it is generated at shipping status that all the lines on the order are included, including those that have zero qty shipped.
Qn2:Is there any other way of notifying the host system of a short pick through interfaced files? If the PLS cannot do this , are there any types?
