Outlook Restart Looping

Goal

The customer just switched from Office 2016 to Office 365 and it caused the Outlook plugin to stop working for one user. Whenever Outlook is launched, they get a message stating there there is a new package and that Outlook must restart. The customer has deleted and reinstalled the OSC Outlook plugin to no effect.
