Unable to find Countries in 'Manage Address Formats'.

To disable required fields in the Address section for Afghanistan, going to FSM task 'Manage Address Formats' but there aren't any address formats; unable to make Address Line 1 and City fields not required.

Expecting to be able to make address fields required or not from the Manage Address Formats task.

The issue can be reproduced at will with the following steps:
1. Sign-on to Sales Cloud application
2. Navigate to SUI > Sales > Account
3. Search and edit account Fred Hutch Cancer Research
4. Switch to the Profile tab
5. On the address section, change the country to Afghanistan
6. The Address Line 1 and City fields are marked required
7. Navigate to Setup and Maintenance > Task: Manage Address Formats > Go to Task
8. Search for Country = Afghanistan
9. There are no address formats

The issue has the following business impact:
Due to this issue, users cannot change the required setting for some address formats.
