oracle/wss_saml_bearer_or_username_token_service_policy is not working

We have ProcessCallback composite deployed in production and it has attached oracle/wss_saml_bearer_or_username_token_service_policy . when we are trying to test this service in SOA EM console by using policy and correct credentials we are getting security error .
