Error: "Can't Reach This Page" or "This Page Isn't Working" After Logging Into Primavera Unifier for the First Time and Changing the Password

Symptoms

On any Oracle Cloud Hosted Unifier environment : Any Version

When the user attempts to log into the application for the first time, they are prompted to change their password and respond to some security questions.  After completing the tasks they should then be taken into the Primavera Unifier application, however they receive one of the following errors in the web browser:

This page isn't working
https://<environment URL>:<port>  didn't send any data
ERR_EMPTY_RESPONSE

or

Can't reach this page
