Request to bounce SOA: eror when rehiring employee

Rehire empl 100744, able to create work relationship and complete workflow approvals.  Transaction console shows process complete but remains pending and is error'g out saying must provide country.  When entering the rehire, the country was already populated as United States and couldn't be edited.

We believe this is an issue with the server. Requesting the server to be bounced so we can retest.

3. Attempt rehire
