Not able to import contract file using Manage File Import Activity

Problem Description
When we are trying to upload the contract file using Manage File Import Activity we are getting the below error:
Your request could not be completed because of an error with the content management server. Contact your help desk.The request could not be completed because of the following error: The attachment information cannot be retrieved. (FND-2403) Details: The attachment information could not be retrieved because the file repository is unavailable. Cause: The file repository is unavailable at this time. Action: Contact your help$FndMapResourceBundle
The issue can be reproduced at will with the following steps:
1. Go to Manage File Import Activities
2. Create a new file import activity
3. Add an import file
4. Get error
