Payroll processing appears to be stuck for Payroll Flow. It does not complete successfully.

Symptoms

 On : 11.13.17.11.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
Payroll processing appears to be stuck for Payroll Flow. It does not complete successfully.

Observation:
We are NOT requesting assistance on the errors that occurred during Payroll Calculation.
We ran Retry as requested by Oracle and confirmed that the previously unprocessed records got processed.

The Payroll was Rolled Back (calculation and time entries) and reprocessed using a new Flow for Calculate Payroll
The Payroll has shown there are 1395 unprocessed records and payroll process appear to be stuck for a long time.

EXPECTED BEHAVIOR

Payroll Calculation should complete successfully in do time.

STEPS

The issue can be reproduced at will with the following steps:
1. ran Calculate Payroll process;
2. the process it's getting stuck / it's not completing.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot ran to successful completion the Payroll Calculation.
