'Unique Part Identifier' Parameter On FPS Does Not Allow Reset To Blank When Already Set (Doc ID 2408628.1)

Goal

The 'Unique Part Identifier' parameter for the Employee's Statutory Calculation Card -> Association, once set to a unique value the employee can not be set back to blank value (which allows them to be in the "Catch-All" group.
When correcting the record the first time we have a blank value which is valid, but once corrected we can not set back to blank as the value does not show in the list anymore.
