Life event Change Does not take place for ineligible to eligible

For employee we are trying to make From Per diem and Non Benefit to Full time Regular

When we change the empl status the life event is not triggering attached is the FF . But when I run the evaluation of the FF it returns the expected value

The issue can be reproduced at will with the following steps:

1. search for the employee
2. edit the person management
3. action code is employment change
4. change to full time reg
5. save and submit
6. On enrollments navigation when search for employee in employee record there is no life event
