CSM: Functional Policies Are Not Migrated (Doc ID 2409085.1)

On : 11.13.18.02.0 version, Technology Management - Application Customization

CSM: Functional Policies are not migrated

We did CSM migration. We had many custom roles in Stage, we created skeleton roles in Production before CSM.
We checked and found that CSM migrated:

1) All Functional policies for Custom Objects.
2) All Data Security policies for Custom Objects.
3) All Data Security policies policies for STANDARD objects.

But it did not migrate Functional policies for STANDARD objects. What is the reason and solution for this.
