Symptoms

On : 17.12.1.2 version, Cloud: P6 Application

ACTUAL BEHAVIOR
---------------
Multiple Job Services tasks are stuck in pending state and cannot be stopped or completed

EXPECTED BEHAVIOR
-----------------------
Jobs should complete

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Begin an XML import

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete any imports to complete work
Also in the Web when launching the 'View Service Status' it will fail with 'Unable to Load Data'  Unknown error, please contact your System Administrator
