A Candidate import using operation "attach-file-to-application-by-type" slows or stalls. TCC console shows the import remains In Progress with no movement.
Later, there may be PIN notice(s) issued for the zone.
Subsequent troubleshooting shows the problem is related to certain candidate records specified in the data file.
