Cloud Admin After Updating the Stage Only (Non-Production Environment) : Issue Creating/Assigning Application Access For Users in Cloud Administration : Assigning Application Access failed for user XXXX (Doc ID 2409248.1)

On Oracle Cloud Hosted Unifier Environment : After updating a Stage Only (any non-production environment)

When Cloud Administrator tries to create and provision user XXXX* to the Unifier environment, there is a failure message, see below:

2018-06-07 18:57:54 GMT [UserResource] - Creating/Assigning Application Access for Users: 1
2018-06-07 18:57:54 GMT [UserResource] - Processing User(1/1): XXXX
2018-06-07 18:57:58 GMT [UserResourceApi] - Assigning Application Access failed for user XXXX
2018-06-07 18:58:00 GMT [UserResourceApi] - Completed Assigning Application Access [PrimaveraCloudAdmin]
2018-06-07 18:58:00 GMT [UserResource] - Created User: XXXX

The issue can be reproduced at will with the following steps:

  1. Log into the Cloud Administration application in the Unifier environment
  2. Create new user XXXX
  3. Provision new user XXXX to Unifier environment
  4. Cloud Admin sees the error noted above

The issue has the following business impact:
Due to this issue, user could not be created and provisioned to the Unifier environment.
