Lockbox File Ending With Status 'Out Of Balance' Has Invalid Receipts (Doc ID 2409598.1)

On Oracle Fusion, version, Using lockbox. Running lockbox to import receipts ends with error:

Out of Balance

Expecting to be able to import receipt without any error

The issue can be reproduced at will with the following steps:
1. On Navigator
2. Go to Tools > Scheduling Processes
3. Run Lockbox process
4. Review the process and observed the error described appears
