Unable to open and accept existing Leads

You do not have permission to access this lead. Contact the lead owner

The issue can be reproduced at will with the following steps:
1. Login to OSC
2. Navigate to Leads -> Lead record and click on existing lead
3. Click on Accept Lead
4. Getting an error

Users cannot accept leads in production which is impacting their business
