Error: "The report cannot be rendered because of an error" When Running a Custom Report in BI Publisher

Information in this document applies to any platform.
When attempting to run custom reports in Oracle BI Publisher in an Oracle-hosted Unifier Cloud environment, the following error is received and the report does not run:
The report cannot be rendered because of an error, please contact the administrator.
The issue can be reproduced at will with the following steps:
- Log into the Oracle Cloud Unifier environment.
- From the Primavera Cloud Portal page click "Oracle BIP" > Catalog > Folders > Shared Folders > Reports Folder > Unifier
- Select a report and click Open.
- View the reported error.
- A second check can be made by navigating to Home > Create > Report; view error "Failed to save the report".
