Manage Progression Grade Ladder missing Step Rate values whereas Rate values are showing in Manage Grade Ladder

Salary Update Details are missing in Manage Progression Grade ladder. Whenever , I add the details the creating duplicate Grade ladder and also Grade Rate


STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Manage Progression Grade Ladder
2. Click on Grade Ladder
3. Click on Grades and Steps for Ladder
4. System requires Currency and Frequency
5. Enter in required Data and then click on Grades and Steps (If user clicks Save after entering in values, then system creates a duplicate of the ladder)
6. Rate values are blank.
