When attempting to export elements itself via FSM the following error occurs.
This is happening only for elements with effective start date in the future not for all elements.
Business object: Payroll Element Type. Status: Completed with errors. Status details: JBO-HRC:::HRC_FK_ATTR_UNABLE_TO_RESOLVE2: HRC-1035539The values NNNNNNNNNNNNN are not valid for the attribute ElementTypeId.
Review and report the errors for this object to product Global Payroll.
Detail Object: ElementType. Status: Completed with errors. Status Details: A total of 0 rows were processed. 0 rows of them failed and 0 rows completed with warnings.

The issue can be reproduced at will with the following steps:
1. Create configuration package
2. Attempt to export package from source environment
