"IP Address Not In Use In The VCN" When Creating Routing Rules in OCI (Oracle Cloud Infrastructure formerly known as Baremetal Cloud Service) (Doc ID 2412482.1)

Symptoms

After creating an instance to be used as a Nat'ed gateway server (and making sure "Skip Source/Destination Check" is set to: Yes); I try to add the vnic to new routing rules within the vcn's default route table and receive the error "IP address not in use in the VCN". Currently within my tenant; I have only one vcn and all servers are within it. Why would it not be able to use the private ip address of the Nat'ed gateway server (since everything is definitely within one/same vcn)?
