Error: "The Page You Requested Is Not Available In The Current Context." When Opening Up the Scope App.

When opening the Scope Module on some Projects, the following error appears:

"The page you requested is not available in the current context. (PRM-000001032)"

The issue can be reproduced at will with the following steps:
1. Login to Prime.
2. Access Project.
3. Go to the Scope Module. Error is received.

The issue has the following business impact:
Due to this issue, users cannot use the Scope Module.
