Resource not reflecting in Financial Plan after update in Project Plan

Symptoms
ACTUAL BEHAVIOR
---------------
A resource is assigned in project management project plan. Then, financial project plan is updated. Result: the resources are not getting transferred to financial project plan.
As a result, raw cost could not be derived in financial project plan due to not having the resource's cost rates.
EXPECTED BEHAVIOR
-----------------------
System should allow to assign any enterprise project resource to the project management project plan and the financial project plan is updated, that resource should get transferred to the financial project plan and the raw cost should be calculated using the resource’s cost rate.
The resource need not be created first in the financial project plan to be able to do this.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Project Management > Manage project plan
2. Actions > Update Financial Project Plan and Progress
3. Navigate to Project Financial Management > Manage Financial Project Plan
4. The resources assigned in the project management project plan has not transferred. The resource is just ‘Labor’ where proper resources where assigned in project management.
