Error Continues to Occur After Clearing User Preferences: "Failed to load data. Please try again. If the problem persists contact your administrator." When Loading Projects Tab in P6 Web

Information in this document applies to any platform.
When attempting to load data in P6 web the following error occurs:
Failed to load data. Please try again. If the problem persists contact your administrator.
The issue can be reproduced at will with the following steps:
- Login to P6 web
- Observe error when selecting the Projects tab
- Clear user preferences
- Work in P6
- Log out, log back in
- See error again
The issue has the following business impact:
Due to this issue, users cannot work in P6 web.
