Symptoms

When attempting to duplicate Requisitions from catalog and punchout,
the requisition is not duplicated.

 
Steps To Reproduce
1. Navigator: Procurement > Purchase Requisitions
2. Task > Manage Requisitions
3. Select requisition.
4. Click Actions > Duplicate
5. Nothing happens.
